Go to the fallen order nexus and start reading the posts/forums pertaining to mods you may want to make for info. There is a lot of info there if you sift through it. Also, if you really want to find out how a person did X or Y, try messaging them, they may help you.

Basically it's a visual effect where the colors can't be focused into the same focal plane, so they appear as separate images oddly layered over top of each other. As seen in those screenshots, the effect can be rather harsh on the eyes. I too disable it in every game that has the setting. It's stupid.
